Any issue involving vessel space, temporary import and export documentation, vehicle condition, or terminal operations could disrupt the entire exhibition plan.

In this project, four new energy exhibition vehicles were scheduled to be shipped by sea to Belgium. With fewer than 10 days remaining before the vessel’s departure, ATA Carnet declaration, vehicle dispatch, terminal entry, and loading all had to be completed within a highly compressed timeframe.

During execution, the project encountered several challenges, including limited vessel capacity, an incorrect customs declaration port, depleted vehicle batteries, and terminal equipment failure.

By coordinating with the carrier, revising the operational route, and assigning on-site personnel to oversee the process, HYT CARGO ensured that all four vehicles were loaded and shipped according to the original schedule.

Table of Contents

Toggle

01 Project Overview

Background

02 Four Key Challenges

1. Because the project was confirmed relatively late and the scheduled departure date was approaching, vessel space confirmation, ATA Carnet declaration, vehicle delivery to the terminal, and loading arrangements had to be completed quickly to ensure the vehicles would arrive in Europe on schedule.

Cargo: New energy exhibition vehicles
Quantity: Four vehicles
Port of Loading: Shanghai/Taicang
Destination: Belgium
Mode of Transport: RoRo envío
Scope of Services: Booking coordination, ATA Carnet processing support, vehicle dispatch, terminal entry, vessel loading, and on-site loading supervision

02 Four Key Challenges

1. A compressed operating window requiring multiple tasks to proceed simultaneously

When the project began, fewer than 10 days remained before the vessel’s scheduled departure.

Within this limited timeframe, the team needed to complete RoRo vessel booking, ATA Carnet declaration, vehicle transportation, terminal entry, and vessel loading.

These procedures were closely interconnected. A delay at any stage could prevent the vehicles from entering the terminal on time, resulting in a missed sailing and potentially affecting the customer’s exhibition setup and participation schedule.

2. Limited RoRo capacity and the risk of the vehicles being rolled to a later sailing

During project execution, the RoRo vessel was already close to full capacity. At the same time, the carrier needed to accommodate a large shipment of vehicles from an automotive manufacturer. As a relatively small shipment of only four vehicles, the customer’s cargo faced uncertainty in the allocation of vessel space.

Securing and retaining space so close to departure therefore became critical to keeping the project on schedule.

3. The ATA Carnet declaration port did not match the actual port of departure

While reviewing the customer’s documentation, HYT CARGO discovered that Shanghai had been entered as the declaration port on the ATA Carnet, while the vehicles were scheduled to depart from Taicang.

The relevant information had already been entered into the customs system. Under the standard procedure, making the correction would require at least 24 hours, but the vessel was due to depart at noon the following day.

The documentation correction window therefore conflicted with the terminal cut-off time, leaving the team with very little time to revise the declaration and transportation arrangements.

4. Vehicle condition issues and terminal equipment failure

After arriving at the terminal, the vehicles were found to have depleted batteries and could not proceed through the normal operating process. Emergency technical support had to be arranged, with the customer’s engineers assisting remotely in diagnosing the issue.

At the same time, the terminal’s designated unloading platform suffered an unexpected failure, preventing the vehicles from being unloaded as planned. These two issues further reduced the time available for terminal entry and vessel loading.

03 HYT CARGO’s Execution Plan

1. Working backward from the vessel cut-off to establish an emergency operating schedule

Once the project began, HYT CARGO used the vessel’s scheduled departure as the final deadline and worked backward to plan every step, including ATA Carnet declaration, vehicle dispatch, terminal entry, and on-site loading.

The team assigned clear owners and latest completion times for each task. Documentation, vehicle status, and terminal conditions were continuously reviewed to keep the different procedures aligned.

2. Coordinating with the carrier at multiple levels to secure and retain RoRo capacity

In response to limited vessel space and the risk that the vehicles might not be loaded as scheduled, HYT CARGO maintained close communication with the carrier and relevant operating parties, providing timely updates on vehicle documentation and terminal entry progress.

After multiple rounds of coordination, the team successfully secured space for all four vehicles, making it possible to proceed with the original shipping plan.

3. Activating the contingency mechanism and restructuring the declaration and transfer process

After identifying the discrepancy between the ATA Carnet declaration port and the actual departure arrangement, HYT CARGO immediately initiated its emergency response process.

The carrier coordination team continued working to retain the vessel space. Meanwhile, the trucking and customs teams communicated with the customs broker and customs authorities, while the operations team worked overnight to revise the vehicle dispatch plan.

Taking into account the declaration requirements in Shanghai and Taicang, as well as the vessel cut-off, the team restructured the documentation, vehicle transfer, and terminal entry process within a short period.

By advancing these tasks in parallel, the documentation issue was resolved without further affecting vessel loading, and the original sailing was retained.

4.
